Overhauling DRDO : What Is To Be Done

This conversation with V Adm Raman Puri (R) went beyond overhauling DRDO and into issues which need to be tackled alongside. The major issue which came out is that DRDO is a silo with poor laterals with the people it is supposed to serve. Unless this silo is broken things will not improve. If silos are broken, the improvement will be dramatic. That is my personal experience. If silos are not broken, things will not improve no matter what the overhaul comittee recommends. That is also my personal experience. I am prepared to explain this with concrete current examples to whoever is prepared to listen.
